Joseph Grubbs, PH.D., AICP, GISP
Joseph W. Grubbs, Ph.D., AICP, GISP, manages research and development for the Office of Public-Private Partnerships, which covers legislative studies, special projects and the P3 pipeline. Dr. Grubbs also provides land-use planning, data analytics and geographic information systems support to P3-related initiatives.
Dr. Grubbs has nearly three decades of experience in urban planning, land-use policy, and geospatial analysis. He is a member of the American Institute of Certified Planners and a certified Geographic Information Systems Professional. Dr. Grubbs earned his Ph.D. in urban affairs and public policy from the University of Delaware where he was awarded the Edelstein Prize for Community and Public Service.
