Jeong Yun Kweun, Ph.D.
Jeong Yun Kweun, Ph.D has served as a Program Manager at the VDOT Office of Public-Private Partnerships since July 2017.
Dr. Kweun led procurement, financing, and contract negotiation of P3 express lanes projects worth $1.5 billion in value, including the I-95 Express Lane Extension (FredEx) and I-495 Express Lanes Northern Extension (495 NEXT) projects. She also oversees the commercial side of P3 contracts post-procurement located in Northern Virginia totaling $8.4 billion in project value.
She is currently leading Virginia’s multi-disciplinary commercial team on a Bi-State Accord to create a new, unified Capital Beltway express lanes system, replace the aging American Legion Bridge, and relieve congestion at one of the country’s worst traffic chokepoints.
Dr. Kweun oversees a portfolio of P3 traffic and revenue studies in Virginia, and is a significant contributor to developing the Strategic Regional Model, a novel approach to modeling motorist behavior across a complex network of priced managed lanes. She has experience working in both the private and public sector bringing expertise in traffic and revenue analysis, value for money analysis, and congestion relief policies. She has a proven track record of P3 contract negotiations, project finance, and dispute resolutions.
Dr. Kweun received her Ph.D. in Public Policy from George Mason University where she focused her dissertation on road pricing policy in the United States. She holds a Bachelor’s and Master’s degree in International Studies from Ewha Womans University in South Korea.
