Arturo Ruiz, PE, PMP

Arturo Ruiz, PE, PMP, currently serves as a Program Manager in the Virginia Department of Transportation’s (VDOT) Office of Public-Private Partnerships (P3 Office). In this role, he is responsible for contract development and negotiations for the I-95 Bi-directional Express Lanes project.

Arturo joined VDOT in 2016 as part of the Construction Division at the Central Office through the Core Development Program. During this time, he rotated through various divisions in both the Central Office and district offices, gaining a comprehensive understanding of VDOT’s goals and operations. He then transitioned to the Central Office’s Structure and Bridge Division, where he focused on the planning, design, rehabilitation, and maintenance of bridges throughout the state. He developed preliminary documents for the Richmond and Fredericksburg design-build bundles and provided oversight on ongoing design-build projects.

Mr. Ruiz holds a Bachelor’s degree in Civil Engineering from Rutgers University and a Master’s degree in Civil Engineering from the University of Virginia
